Formal Technical Review Process Enhancement

In the past, many people have deprioritized the importance of review feedback because they didn't expect it to show a significant value added to the software quality. Despite the proven data that reviews level up software release quality, they may be viewed as a redundant part of the validation process.

1. Identifying the gap of functional or logic inaccuracy in the software implementation if any
2. Assuring the software implementation met all the requirements and achieved the predefined standards
3. Better managing the feedback in a consolidated repository and verification of the changes
4. Helping to ensure uniformity in software implementation
5. Providing status and feedback on the software under review and the on-going activities
